Killing and burning of Nuer civilians in Mayom County of Unity State in May     
this year by the SPLA forces. SPLA committed against the civilians of four     
sub-counties of Bul Nuer of Unity State of South Sudan. On May 20, 2011, Mayom     
County commissioner, Charles Machieng Kuol, revealed to the international media     
that after the South Sudan forces attacked rebels at four sub-counties of Mayom     
and Mankien, the SPLA army burnt 8,000 civilian homesteads to ashes. Sixty five     
children, elderly women and men who had disabilities and were not physically     
able to escape were burned alive. The SPLA soldiers also killed the livestock     
and shot at every civilian who attempted to escape. It is reported by village     
chiefs that the SPLA shot to death more than hundred civilians who tried to     
escape. All these reports were corroborated by the United Mission in Sudan     
(UNMIS) after visiting the area; why it goes to Lielkuangole now to hurt Lou     
Nuer?

Massacre of 700 Nuer civilians in August by Murle tribemen who were armed by     
Gov. Kuol Manayng Juuk, genocide committed against Lou Nuer civilians of Uror     
County of Jonglei State on August, 19, 2011. On that date, SPLA gunmen,     
conceits to be Murlee attacked seven densely populated villages of Uror County     
and massacred 700 people. Among the dead bodies counted were mostly women,     
children and elderly. The attackers were estimated to be a force of 5, 000 SPLA     
gunmen in uniform. Two of the attackers captured alive were from Dinka tribe    
and they confessed that they were an SPLA force composed of Murle and Dinka.     
Where were SPLA?

Forceful disarmament being conducted by the SPLA army in the South is     
targeting the Nuer more than their neighboring tribes, SPLA army embarked on a     
forceful disarmament of Lou Nuer in 2006 where several villages were burned to     
ashes resulting in massive displacements and death of hundreds of civilians.      
People should refer to UN Report and the study of Small Arms Survey which     
documented Lou Nuer killed by the SPLA army during forceful disarmament of Nuer     
civilians in 2006. The current massacre of Lou Nuer in Uror County is     
reminiscent of massacres the SPLA army perpetrated against the same community     
in 2006.
 
Illegal detention or killing of Maj. Gen. Gabriel Tang, Maj. Gen. Thomas Mabor     
Dhol and Brig. Gen. Gatwec Joak. The assassination of Lt. Gen. Gatluak Gai on     
July, 23rd, 2011, after signing peace on July, 19, is one indication that the     
Dinka leadership in Juba wants to eliminate Nuers figures one by one. The     
policy of eliminating Nuers figures is something which dated back to 1980s when     
the SPLM/A under the leadership of late Col. John Garang who assassinated Col.     
Samuel Gai Tut who was the leader of Anyanya II. His successor, Col. William     
Chuol Deng Luoth, was also assassinated by the SPLM/A. After 1991 Nasir     
Declaration, more than four hundred Nuer officers of the SPLA/M were murdered     
in cold-blood in Greater Equatoria and Bahr El Ghazal by the orders of the     
SPLM/A leadership. Why Nuer the target than other tribe?

The policy of exterminating the Nuer was also manifested in the way the SPLM/A     
committed serious human rights abuses against the Nuer civil population since     
the inception of the Movement in 1983. The Nuer were the first Southern civil     
population that was ethnically cleansed and massacred by the SPLA forces in     
1985. The first bullets of the SPLM/A Movement were fired at Eastern Nuer of     
Gajaak clan where over 26 villages were burned down to ashes, while the     
hundreds of innocent women, children and elderly peoples were murdered between     
1985 and 1987. The policy of massacring Nuer population was also implemented in     
Fangak and Bul Nuer areas in the same period (Prior to the signing of the CPA,     
Dinka leaders of the SPLM/A secretly met in Yei and passed what is now known as     
Thirty Nine Laws against the Nuer). Don’t see it in a low scale; SPLA will     
finish the Youth if we couldn’t encourage them.

While, Dr. Riek Machar sits at the helm as the second most powerful man in the     
country, John Kong Nyuon, Minister of Denfence, and James Hoth Mai, SPLA Chief     
of staff yearning to order SPLA forces to attack Lou Nuer Youths in the pretext     
that they are acting in a defense of Murlee but each of them has underlying ill     
will. Â Justice John Luk Jok, Justice Minister, Gabriel Changson, wild life     
Minister, Dr. Barnaba Marial Benjamin, Information and Broadcasting Minister     
should have the power to recall back the SPLA which is intended to maim Lou     
Nuer Youths in the front before the death come into knowledge. Why they’re     
silent by then?

 
Getting all the atrocities committed by SPLA against Nuer as in the above, this     
will be the worst one because killing a civilian with machine guns while at the     
enemy host area. Do not predict some to return to Nuer land alive, how pain is     
it to us by then please. Let’s all cry before they die than crying after they     
dead, SPLA has no mercy on Nuer, it kills Nuer who ever its though found alive     
or captive. I think the solution will be this;

1. The Lou Nuer community will mobilize the Nuer in the world,     
particularly those in South Sudan to defend their tribe from extermination;

2.The Lou Nuer community will lobby the Western governments to     
educate them about the policies of Dinka government in Juba to marginalize the     
Nuer and other South Sudan ethnic groups by treating them as second-class     
citizens;

3. Lou Nuer community Â wants the United Nations Mission in South     
Sudan (UNMISS) to independently respect civilian principle & should remain     
silent when Lou Nuer arrive in Murlee areas though blindly deployed too for so     
targets;

4.The Lou Nuer community wants the UNMISS to secure the neutralize     
SPLA and itself from involvement to civilian casualties on civilian revenge war     
nature;
5.The Lou Nuer community calls upon other tribes of the South to     
unite with the Nuer to reverse Dinka domination in South Sudan which has     
replaced old Sudans Arabism and Islamism.

NUER COMMUNITY IN UNITED STATES CALLED FOR THE FORMATION OF WHITE ARMY IN     \
NUERLAND

After a series of meetings, the leadership of Nuer community in United States     
reached a unanimous resolution to condemn the regime of Lt. Gen. Salva Kiir     
Mayardit because of continual human rights abuses against the Nuer civil     
population in South Sudan. The leadership discovered that Salva Kiir Mayardit     
is working to establish a Dinka-dominated state where South Sudan minority     
tribes would be treated as second-class citizens similar to mistreatment the     
people of South Sudan went through in the old Sudan.

The Nuer leadership identified facts which led to the condemnation of Kiir’s     
regime. The followings are undeniable incidents that compelled Nuer community     
to call for the formation of White Army in South Sudan to defend the Nuer civil     
population:

The illegal detention of Maj. Gen. Gabriel Tang, Maj. Gen.     
Thomas Mabor Dhol and Brig. Gen. Gatwec Joak is an indication that the Dinka     
leadership in South Sudan does not want peace in the country but revenge     
against the Nuer community and leaders. It should be recalled that Maj. Gen.     
Gabriel Tang and his officers responded to Salva Kiir’s call of     
reconciliation last year and went to Juba for peace. After assembling his 3,000     
forces at Kaldak Payam in Pigi County of Jonglei State, he was attacked by the     
SPLA to assassinate him. He survived the attack and was persuaded by South     
Sudan’s vice president Riek Machar to go to Juba for further negotiation. On     
his arrival on April, 28, 2011, Maj. Gen. Gabriel Tang and his officers were     
detained in violation of the promise Dr. Riek Machar had given them. Until     
then, their whereabouts are not known. The worst part is that even Riek Machar     
who persuaded Gabriel Tang doesn’t know where they are
 detained. Besides, they have not been charged of any crime nor were they     
brought before a competent court to stand trial. There are unconfirmed reports     
that they have been murdered because when the Minister of Defense, Lt. Gen.     
John Kong Nyuon was asked two weeks ago, he admitted that he had never seen     
them anywhere in South Sudan. Based on what the Minister of Defense said, the     
family of Maj. Gen. Tang concluded that they were killed.

The killing and burning of Nuer civilians in Mayom County of     
Unity State in May this year by the SPLA forces is something that shocked the     
conscience of Nuer civil society worldwide. The former Commissioner of Mayom     
County, Machieng Kuol, was removed because he condemned the burning of 8,000     
homesteads in one day. Until then, the SPLA army continued to rape and kill     
Nuer civilians in Unity State.

The massacre of 700 Nuer civilians in August by Murle tribemen     
who were armed by Gov. Kuol Manayng Juuk is also an incident that convinced the     
Nuer that Dinka are pursuing ethnic cleansing policy against the Nuer. It is     
known that the Jonglei State government gave 1000 AK-47 rifles to Murle in June     

in pretext that they would use them to defend themselves from George Athor. But     
the guns were turned against Lou Nuer civilians who were disarmed in 2006. A     
battalion of 1000 SPLA army, which was few kilometers away from the villages     
which were attacked, never intervened because they were ordered not to defend     
the civilians. This order convinced the Nuer community worldwide that the Dinka     
leadership in the South has a policy to exterminate the Nuer population.

The forceful disarmament being conducted by the SPLA army in the     
South is targeting the Nuer more than their neighboring tribes. In September,     
Dinka cattle rustlers from Warrap state took advantage of Nuer disarmament and     
looted 100,000 cattle from Mayiandit County of Unity State. The SPLA army,     
which was stationed close to the County, refused to stop cattle rustlers     
because the battalion was made largely of Dinka from Bhar-el-Ghazal who were     
morally supporting their tribemen to take Nuer cattle. Right now, women and     
children are experiencing hunger in Mayiandit because the Nuer were forcefully     
disarmed while the government is not able to provide them security. In Nilotic     
culture, life revolves around cattle and losing them means losing one’s     
livelihood.
 
For the above reasons, the Nuer community leadership in the United States has     
decided to mobilize the Nuer civil population in South Sudan to form a White     
Army to protect themselves from Dinka cattle rustlers and Murle. The Nuer in     
the United States will support the formation of the White army financially,     
morally and socially because the Nuer, as a tribe, will be an endangered     
species if they don’t arm themselves in order to protect their lives and     
their properties from external enemies.

It is clear beyond reasonable doubt that Lt. Gen. Salva Kiir’s regime has a     
policy to exterminate the Nuer tribe in South Sudan. Therefore, the Nuer have     
the right to self-defense to preserve their existence in Africa. The Nuer     
fought the British colonialists for thirty years in early 20th C because their     
livelihood was threatened. The Dinka’s government in Juba is worse than the     
British colonial administration because it is deliberately targeting the Nuer     
in the disarmament.

Dear all!
Under the referral subject matter, Mr. Chief of staff through the directives of     
Defense minister has deployed soldiers to pibor county to fight against Lou     
Nuer citizens whose homes were destroyed by murle, killed about 700s persons     
from Uror County and continuously killing in every day in all parts of Lou Land.

Therefore, as the Lou Nuer citizen, I deeply feel sorrow upon the fellow Mr.    
Defense Minister and Mr. Chief of staff who tripped in all counties of Greater     
Akobo in November this year on behave of peace development to convince Lou of     
forgetting their number of dead persons killed by murle but murle are still     
consisting raiding cattles, abducting children, burn houses and yet both state     
and central governmeny have no response to that and still used word LOU NUER as     
the propaganda campaign and derogative names such as Militias,     
Betrayers,Nyangats, Cattle raiders etc against other groups that is why the     
Defense minister and chief of staff sent troops of Battalion to defense murle     
against Lou who went after their cattles.

Anyhow, as a Lou Nuer citizen, I prefer to alert you all to see the on going     
process whereby we need our concern upon the criticising condition expose to us.

Furthermore, if the state government fails to adhere to the peace, yes Lou Nuer     
have muscles to hit harder and pretty sharp teeth to bite enemies heretofore     
and we are now being negatively perceived and portrayed as the government enemy     
because of our desire to do right thing for stopping more disturbances and to     
give warning signals to the murle who have got enogh support from SPLA Chief of     
staff who supplied them with 450 rifles/fiearms last year that resulted in     
kiling of Uror Chiefs and the root cause by then, Otherwise it is useless for     
government to spend money as project proposal for biased and incomplete     
disarmament enigmatically in Jonglei State.

Paradoxically, the SPLA under the oppressive leadership (Chief of staff) is the     
bad guy and Lou Nuer enemy due his support to murle who committed genocide,     
murders, mass killings and tortured so many intelligentsias and innocent or     
insane persons.

Anyway, Lou Nuer will succeed no matter the abstacles that they will face in     
the fighting for their rights despite of the hurdle superimposed by SPLA     
Chief of staff for releasing of 3,000 SPLA Troops to fight Lou in pibor county     
of murle Land.

Historically, Lou Nuer are not the chauvinists pigs compared to our     
cousins/neighbors murle and other neighbors because Lou are egalitarian,     
traditionally democratic, self-confidence, physicaaly strong, ferocios     
fighters, smart negotiators, good samaritans and humanists who do not fear any     
one except fear itself.

Epistemologically, most of the political intabilities in Jonglei State could be     
attributed to the lack or absence thereof democratic good governance, rule of     
law, transparency and accountability within government high authorities     
themselves who govern people " KUME MIN RUAC NAATH".

If am wrong, how come the SPLA Troops become the private tools against Lou Nuer     
communities and yet did nothing to Lou Nuer enemies who commtted genocide in     
Uror Couny on 18th August this year?
Is it because God created Lou Nuer to died through others as the natural     
mistake?
