Note: As per the calls log, 105 people logged on to the conference but due to
some distractions in the middle of the discussion, we were not able to get
every name while some people come and go. As such, the above list is missing at
least 30-plus names. So if you attended or you know someone who did, but your
name or theirs is not listed, just let me know. If you prefer anonymity, that
is also a choice.
Agenda:
1. Nuer and Murle Fighting: How do we prevent further escalation,
especially between the youth and the government?
2. Financial Assistance to Feed and Treat the wounded
Summary:
The discussion started with the introduction of the agenda (Isaac Gang), and
the members were given the floor in the order they were listed on the
attendance sheet. Discussants were very honest and sincere in expressing their
opinions and suggesting ways forward. Three hours later and with 30 people
sharing their opinions, it became apparent that most of the important points
have been made and the subsequent suggestions were either redundant and/or a
slight variations of what was already said. As a result, a motion was put
forward to just deliberate on what is already said and it was adapted although
few still wanted to talk.
Here are the points that were raised by most people including some of the
recommendations. It is to be noted again that this is a summary, meaning just
the main point of each personâs speech, rather than verbatim of what was
said, put together.
There was a consensus that the ongoing conflict is a result of the government
inability to provide security to the vulnerable Lou Nuer community, which the
government disarmed in 2006, against the Murle community. This vulnerability
culminated in a low level killing almost every day across the Lou Nuer lands
since 2006. The last straw were the Nyandit (2009) and Uror (2011) massacres.
Even with these incidents, the Lou Nuer civilians asked for the governmentâs
help to protect them, recover the children and cattle, but none of these was
provided.
Given the above justifications, there also appeared to be a complete consensus
that the Nuer invasion of the Murleland was justified given the list of their
grievances since 2005.
The contentious topic was whether continued occupation of the Murleland,
pursuit of the murle communities who have fled their homes, attacks on
government garisons (LilKuangoe, Pibor) should continue or not. The whys and
why nots were what separated each group from others.
In the subsequent discussions, great majority agreed that the youth should
avoid the national army by all means. This means moving out of the government
headquarters and settling somewhere else if they refuse to go home. The whys
for this majority were very strong and that include avoiding another 2006,
target was not the government, no murle civilians in towns, and so forth. The
opposing group (very few) didnât really have much of a reason rather than
show of pride, emotion, anger. The other argument is that they have to fight
until they recover their children and cattle.
The last point, which is whether the fight should continue as the youth plan
was the one that was a bit contentious. However, and from major points raised
by elders, such as Peter Lul Nguot, Lul Top Duop Pap, Uncle Biel Torkech,
Pastor Toy Wichtuor and many other elders, it was very clear that majority
wanted the youth to take the advice of the government, Nuer officials, Lou Nuer
Council, and other authorities on the ground, to immediately head back toward
their territories because the Murle may have learned their lesson by now, they
argued.
At this point during the conference (30 minutes before the end), there appeared
to be a deliberate disturbance by some individuals as they see the majority
heading to the direction argued on the last point.
The last agenda about money to feed and treat the wounded was agreed upon
unanimously. It was decided each individual will contribute $50.00 (less if not
possible, more if possible). The contribution information is provided below and
the initial contribution is listed below in the table and the update will be
given every day to reflect up to date collection.
As the last point, a coordinating committee has been formed to follow up on the
resolutions and have already drafted a petition that will go out in a day. The
committee is further divided into three subcommittees:
Government Relations: Communicate to deal with the government and recommend
long term solutions
Community Relations: Communicate with Youth in the frontline, Nuer elders
everywhere, Lou Nuer Council in Juba, and all county commissioners about this
problem and future problems facing the community.
Finance: Solicit contributions, direct it to the appropriate contact, and
ensure its transfer to the intended destination. The list is provided below.

Resolutions:
The teleconference resolved that:-
A petition will be written by the coordinating committee
The youth will be requested to stop fighting immediately and go back
home
As a protection/security mechanism, they can settle outside  of
their villages to deter the anticipated Murle retaliation
The coordinating committee will address all grievances, including
the return of the abducted children ad cattle
The coordinating committee will work with the government, Nuer
elders in Juba, Lou Nuer Council and other stake holders to find a long term
solutio´n
